Supply and Delivery of DND-Wide Petroleum, Oil and Lubricant POL Requirements for CY 2026 - Lot 1 Sub-Lot 1: Ground Petroleum Requirements for CY 2026 Nationwide Bid Reference No. DND-Wide POL CY 2026 Lot 1 SL 1 Sub-Lot 2: Aviation Fuel Requirements for CY 2026 Nationwide Bid Reference No. DND-Wide POL CY 2026 Lot 1 SL 2 1. The Department of National Defense DND - Armed Forces of the Philippines AFP, through the General Appropriations Act GAA for FY 2026, intends to apply the sum of Eleven Billion Eight Hundred Six Million Two Hundred Twenty-Eight Thousand Nine Hundred Seventy-Two and 41/100 P11,806,228,972.41 being the Approved Budget for the Contract ABC to payments under the contract for each Sub-Lot. Bids received in excess of the ABC shall be automatically rejected at bid opening. SUB-LOT NR NOMENCLATURE ABC Bidding Documents Fee 1. Supply and Delivery of Ground. The DND-AFP now invites bids for the Supply and Delivery of DND-Wide Petroleum, Oil and Lubricant POL Requirements for CY 2026 - Lot 1, using the Regular Procurement Activity as its procurement strategy. Delivery of the Goods is required within one calendar year or until the contract amount is exhausted. Bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnership, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA No. 5183. 4. Interested Bidders may obtain further information from the DND Bids and Awards Committee 1 DND BAC 1 Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM Monday to Friday excluding holidays. 5 . A complete set o f Bidding Documents may be acquired by interested Bidders starting o n April 23, 2026, from the address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, i n the amount of P75,000.00. It may also b e downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission o f their bids. 6. The DND will hold a Pre-Bid Conference on April 30, 2026, 10:00 A.M. at DND BAC Conference Room, 3rd Floor, New NDCP Academic Bldg., General Arturo Enrile Ave., Camp General Emilio Aguinaldo, Quezon City and/or through video conferencing via Webex, which shall b e open to prospective Bidders. 7. Bids must b e duly received b y the DND BAC 1 Secretariat through manual submission at the office address indicated below, on or before May 14, 2026, at 10:00 AM. Late bids shall not b e accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9. Bid opening shall be on May 14, 2026, at 10:00 AM. and/or via Webex. Bids will be opened in the presence o f the Bidders representatives who choose t o attend the activity. 10. In relation to item numbers 6 and 9 above, if interested bidders decide t o join such online meetings, they must inform the BAC Secretariat of such intention two 2 days before the scheduled activity. 11. The DND reserves the right to reject any and all bids, declare a failure of bidding, o r not award the contract at any time prior to contract award in accordance with Sections 70 of RA No. 12009, without incurring any liability to the affected Bidder or Bidders. 12.
