Supply and Delivery of DND-Wide Petroleum, Oil and Lubricant POL Requirements for CY 2026 - Lot 3 DND-Wide-POL-CY-2026-Lot 3 1. The Department of National Defense DND - Armed Forces of the Philippines AFP, through the General Appropriations Act GAA for FY 2026, intends to apply the sum of Two Billion Nine Hundred Thirty-Four Million Eight Hundred Fifty-Three Thousand Nine Hundred Sixty- Seven and 80/100 Pesos 2,934,853,967.80 being the Approved Budget for the Contract ABC to payments under the contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. LOT NOMENCLATURE. ABC Bidding Documents Fee 3 Supply and Delivery of e-POL P2,934,853,967.80. P75,000.00 Card Requirements for CY 2026 Nationwide 2. The DND-AFP now invites bids for the Supply and Delivery of DND-Wide Petroleum, Oil and Lubricant POL Requirements for CY 2026 - Lot 3, using the Regular Procurement Activity as its procurement strategy. Delivery of the Goods is required within one calendar year or until the contract amount is exhausted. Bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section I. Instruction to Bidders. 3. Bidding will be conducted through competitive bidding procedures using non-discretionary pass/fail criteria as specified in the IRR of RA 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnership, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA No. 5183. 4. Interested Bidders may obtain further information from the DND Bids and Awards Committee 1 DND BAC 1 Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM Monday to Friday excluding holidays. 5. A complete set of Bidding Documents may be acquired by interested Bidders starting on April 23, 2026, from the address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P75,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The DND will hold a Pre-Bid Conference on April 30, 2026, 11:00 A.M. at DND BAC Conference Room, 3rd Floor, New NDCP Academic Bldg., General Arturo Enrile Ave., Camp General Emilio Aguinaldo, Quezon City and/or through video conferencing via Webex, which shall be open to prospective Bidders. 7. Bids must be duly received by the DND BAC 1 Secretariat through manual submission at the office address indicated below, on or before May 14, 2026, at 10:00 AM. Late bids shall not be accepted. 8. All Bids shall be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in I T B Clause 16.1. 9. Bid opening shall be on May 14, 2026, at 10:00 AM. and/or via Webex. Bids will be opened in the presence of the Bidders representatives who choose to attend the activity. 10. In relation to item numbers 6 and 9 above, if interested bidders decide to join such online meetings, they must inform the BAC Secretariat of such intention two 2 days before the scheduled activity. 11. The DND reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 70 of RA No. 12009, without incurring any liability to the affected Bidder or Bidders. 12.
