IB-2026-GOODS-021-01-0428 SUPPLY, DELIVERY, INSTALLATION, TESTING, AND COMMISSIONING OF VARIOUS RADIOGRAPHY AND MEDICAL EQUIPMENT FOR BAGONG URGENT CARE AND AMBULATORY SERVICE BUCAS AND ILOCOS SUR M
INVITATION TO BID FOR THE SUPPLY, DELIVERY, INSTALLATION, TESTING, AND COMMISSIONING OF VARIOUS RADIOGRAPHY AND MEDICAL EQUIPMENT FOR BAGONG URGENT CARE AND AMBULATORY SERVICE BUCAS AND ILOCOS SUR MEDICAL CENTER ISMC 1 ILOCOS SUR MEDICAL CENTER, through SAA No. 2026-04-001983 and Trust Fund 07 intends to apply the sum of TWO HUNDRED TWENTY- TWO MILLION FIVE HUNDRED FORTY- ONE THOUSAND PESOS ONLY Php 222,541,000.00 being the Approved Budget for the Contract ABC to payments under the contract for SUPPLY, DELIVERY, INSTALLATION, TESTING, AND COMMISSIONING OF VARIOUS RADIOGRAPHY AND MEDICAL EQUIPMENT FOR BAGONG URGENT CARE AND AMBULATORY SERVICE BUCAS AND ILOCOS SUR MEDICAL CENTER ISMC. LOT/DESCRIPTION ABC LOT 1 FOR BUCAS 72,541,000.00 ? Mobile X-ray Machine ? Stationary Digital X-ray Machine With Flat Panel Detector ? High End Portable X-ray with Flat Panel Detector DR ? General Ultrasound Machine ? 2d Echo Machine LOT 2 FOR ISMC 150,000,000.00 ? Laparoscopy Tower ? Endoscopy Tower ? Radiant Warmer ? Fully Digital Mobile X-ray Machine 4 ? Panoramic X-ray TOTAL 222,541,000.00 Bids received in excess of the ABC for each LOT shall be automatically rejected at bid opening. 2 ILOCOS SUR MEDICAL CENTER now invites bids for the SUPPLY, DELIVERY, INSTALLATION, TESTING, AND COMMISSIONING OF VARIOUS RADIOGRAPHY AND MEDICAL EQUIPMENT FOR BAGONG URGENT CARE AND AMBULATORY SERVICE BUCAS AND ILOCOS SUR MEDICAL CENTER ISMC. . Delivery of the Goods is required for thirty 30 – sixty 60 calendar days from the receipt of approved Notice to Proceed. Bidders should have completed, at least two 2 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3 Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4 Interested Bidders may obtain further information from Procurement Section of ISMC and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm. 5 A complete set of Bidding Documents may be acquired by interested Bidders on April 28 – May 19, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of not more than Fifty Thousand Pesos Php 50,000.00. The Procuring Entity shall allow the bidder for payment made in person at the Cashier’s Office during office hours, or thru bank deposit with the Landbank account details: Account Name: ILOCOS SUR MEDICAL CENTER Account Number: 1282-1158-12 It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System PhilGEPS and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6 The ISMC will hold a Pre-Bid Conference on May 7, 2026 3:30 PM at PDOHO Conference Room, Main Building, ISMC and/or through video conferencing via Google Meet, which shall be open to prospective Bidders. 7 Bids must be duly received by the Bids and Awards Committee BAC Secretariat through manual submission at the Procurement office, Engineering Building, ISMC on or before May 19, 2026 1:00 PM. Late bids shall not be accepted. 8 All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9 Bid opening shall be on May 19, 2026 3:30 PM at PDOHO Conference Room, Main Building, ISMC and/or via Google Meet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10 The ISMC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. Electronic communications relating to the above-mentioned projects must be sent to bac@ismc.doh.gov.ph with the IB number as the subject. Communications sent to other email addresses shall not be considered. Google Meet links will be provided upon request to bac@ismc.doh.gov.ph All notices are deemed received by the bidder on email date. Contracts will be awarded to the Lowest Calculated Responsive Bidder LCRB 11 The ISMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
