General procurement notice Eritrea 12 Mw Mini Grid Project
the Overall Development Objective of the Project is to Expand Clean Energy Access and Advance Sustainable, Inclusive Socio-economic Development in the Gash Barka Region. This Will Be Achieved By Increasing the Availability of Reliable, Affordable, and Low-carbon Electricity, Thereby Supporting the Region’s Transition to a Resilient, Low-carbon Economy. Specifically, the Project Will (i) Increase Installed Renewable Energy Capacity Through the Deployment of Enhanced Solar Pv Mini Grids; (ii) Reduce Greenhouse Gas Emissions By Substituting Fossil-fuel-based Generation with Clean Energy Solutions; (iii) Create Local Employment Opportunities and Support Income-generating Activities, with a Particular Focus on Women’s Economic Empowerment; and (iv) Strengthen Community Resilience By Providing Dependable, Clean Energy to Support Essential Services and Local Economic Activities.
The Government of State of Eritrea has received financing from the African Development
Fund and the Transitional Support Facility to finance the Eritrea 12 MW Mini Grid
Project for Renewable Energy Mini Grids in Teseney, Kerkebet and Barentu.
2. The overall development objective of the project is to expand clean energy access and
advance sustainable, inclusive socio-economic development in the Gash Barka region.
This will be achieved by increasing the availability of reliable, affordable, and lowcarbon electricity, thereby supporting the region’s transition to a resilient, low-carbon
economy. Specifically, the project will (i) Increase installed renewable energy capacity
through the deployment of enhanced solar PV mini grids; (ii) Reduce greenhouse gas
emissions by substituting fossil-fuel-based generation with clean energy solutions; (iii)
Create local employment opportunities and support income-generating activities, with a
particular focus on women’s economic empowerment; and (iv) Strengthen community
resilience by providing dependable, clean energy to support essential services and local
economic activities. 3. The project includes the following components:
• Component 1- Technical and Environment and Social Risk and Impact Analysis
• Component 2 - Solar PV Mini-Grids & Distribution Lines
• Component 3 – Technical Institutional Capacity Building.
• Component 4 – Project Management & Environment and Social Implementation and Compliance
4. Procurement of goods (including non-consultancy services), works and the acquisition
of consulting services, will be carried out in accordance with the Procurement Policy
for Bank Group Funded Operations, dated October 2015. Bidding and/ or Request for
Proposal documents are expected to be available in May 2026.
