Expression of interest for Recruitment of a Technical Assistant for the Implementation of the Reform Agenda for the Urban Water Sector in Car and the Restructuring of Sodeca
The Government of the Central African Republic has received funding from the African Development Fund (ADF) to cover the cost of the Regional Support Program for Infrastructure Development and the Enhancement of Transboundary Water Resources between the Central African Republic (CAR) and the Democratic Republic of Congo (DRC) (PREDIRE), and intends to use part of the funds granted under this grant to finance the contract for a Technical Assistant for the implementation of the urban water sector reform agenda in the CAR and the restructuring of SODECA.
The services provided under this contract include support to the Ministry of Energy and Water Resources Development, the Project Management Unit for the Greater Bangui Water Supply Project (CeMOB) - PREDIRE CAR Component, and the SODECA Reform and Restructuring Committee in implementing the urban water sector reform agenda and operationalizing the new SODECA structure. By way of example and not limitation, the services include:
Support to the Restructuring Committee in drafting a reform guidance document;
Support to the Restructuring Committee on the following tasks: (i) drafting specific terms of reference for recruiting the consultant/firm for the studies, (ii) initiating the studies, and (iii) validating the study reports;
Support to CeMOB for: (i) planning the working meetings of the reform committee, (ii) consolidating and summarizing the documents produced, and (iii) monitoring compliance with the deadlines for deliverables of the various studies;
Support to SODECA in implementing the service contract and establishing the tools of the new management framework, particularly the public service performance management framework.
the Services Planned Under This Contract Include Support to the Ministry of Energy Development and Hydraulic Resources, the Project Management Unit of the Greater Bangui Aep Project (cemob) – Predire Rca Component and the Sodeca Reform and Restructuring Committee to Lead the Implementation of the Urban Water Sector Reform Agenda and to Operationalize the New Structure of Sodeca. for Information Only and Not Limitation, the Services Include:
support to the Restructuring Committee in the Development of a Reform Orientation Note;
support to the Restructuring Committee on the Following Tasks: (i) the Development of Specific Terms of Reference for the Recruitment of the Consultant/firm for the Studies, (ii) the Start of the Study Mission and (iii) the Validation of the Study Reports;
support to Cemob For: (i) Planning the Working Meetings of the Reform Committee, (ii) Consolidating and Summarizing the Documents Developed, and (iii) Monitoring Compliance with Deadlines for the Deliverables of the Various Studies;
support for Sodeca in the Implementation of the Service Contract and the Implementation of the Tools of the New Management Framework and Particularly the Public Service Performance Management Framework.
