ALBAY 3RD DISTRICT ENGINEERING OFFICE Paulog, Ligao City INVITATION TO BID For 26GFO0002 - Supply and Delivery of Coldmix, Hot Asphalt 85/100, Emulsified Asphalt SS-1, Thermoplastic Paint and Other Materials and Cement and Aggregates to be used in Patching Concrete and Bituminous Pavements, Lane Line Repainting and Reblocking along National Road within 3rd District of Albay The Department of Public Works and Highways DPWH - Albay 3rd District Engineering Office DEO, through Republic Act RA 11975 - General Appropriations Act GAA MOOE CURRENT SR 2026-03-002197. intends to apply the sum of Seven Million Seven Hundred Fifteen Thousand Ninety-Seven Pesos and Eighty-Three Centavos P 7,715,097.83 being the Approved Budget for the Contract ABC to payments under the contract for the above-stated contract. Bids received in excess of the ABC shall be automatically rejected at the bid opening. The DPWH - Albay 3rd DEO, through its Bids and Awards Committee BAC, now invites bids for the above procurement project. Delivery of goods is required within a thirty 30 calendar days contract duration. Bidders should have completed, at least five 5 years from the date of submission and receipt of bids, contracts similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations IRR of Republic Act RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or previleges to Filipino citizens, pursuant to RA No. 5183. Interested bidders may obtain further information from DPWH - Albay 3rd DEO, and inspect the Bidding Documents at the address given below from Monday-Friday 8:00AM-12:00PM, and 1:00PM-5:00PM. A complete set of Bidding Documents may be acquired by interested Bidders on June 4 - 23, 2026 from the address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos P 10,000.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. It may also be downloaded free of charge from the PhilGEPS and DPWH websites, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The DPWH - Albay 3rd District Engineering Office will hold Pre-Bid Conference on June 11, 2026 at 9:00 AM, at the Procurement Unit Office, Paulog, Ligao City, and through video conferencing via youtube & facebook, which shall be open to prospective bidders. Bids must be duly received by the BAC Secretariat through manual submission at the Procurement Unit Office, Paulog, Ligao City, on or before 10:00 AM of June 23, 2026. Late bids shall not be accepted. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. Bid Opening shall be on June 23, 2026, imediately after the submission and receipt of bids, at the Procurement Unit Office, Paulog, Ligao City, and via youtube & facebook. Bids will be opened in the presence of the bidders representative/s who choose to attend the activity. Bidders can make payment for the purchase of Bid Documents at any DPWH Field office. Should they opt to make such payment in our office, they are advised that the cut-off time for securing the memo for order of payment is at 9:30 AM, and the order of payment itself from the accounting section for such fee is at 9:45 AM, respectively, on the deadline date for the receipt of bids by the BAC. The DPWH-Albay 3rd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract at any time prior to contract award, in accordance with Section 70 of RA 12009, without incurring any liability to the affected Bidder/s.
