Supply and Delivery of Various Brand-New Operation and Maintenance Equipment NIACO-S-24
1. The National Irrigation Administration NIA, through the Government of the Philippines GOP, GA 2026 Fund 501-LFPs, Project OD-EMD, intends to apply the sum of Four Hundred Ninety-Nine Million Nine Hundred Ninety-Nine Thousand Nine Hundred Ninety-Nine and 87/100 Pesos PhP499,999,999.87 for Lot No. 1 of the Supply and Delivery of Various Brand-New Operation and Maintenance Equipment, Invitation To Bid No. NIACO-S-24. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The NIA now invites bids for the Supply and Delivery of Various Brand-New Operation and Maintenance Equipment for the purpose of the project, to wit: Lot No. 1 Description Quantity Approved Budget for the Contract Item A Vibratory Roller 4.5 Tons min. 19 units 60,949,999.87 Item B Mini Excavator Crawler 0.2 m3 65 units 175,500,000.00 Item C Loader Wheeled with Backhoe 0.18m3 and 1.1m3 34 units 210,800,000.0 Item D Amphibious Excavator Floater 7 units 31,500,000.00 Item E Walk Behind Trencher 85 units 21,250,000.00 TOTAL PhP499,999,999.87 Delivery of the Goods is required within sixty 60 calendar days from receipt of Notice to Proceed. Bidders should have completed a single contract within five 5 years from the date of submission and receipt of bids, a contract similar to the Project with a value of at least fifty percent 50% or at least two 2 similar contracts and the aggregate contract amount should be equivalent to at least fifty percent 50% of ABC having the largest of these similar contracts must be equivalent to at least twenty five percent 25% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations IRR of Republic Act RA No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from the BAC-A Secretariat, 6th Floor, NIA Building A, EDSA, Diliman, Quezon City and inspect the Bidding Documents at the address given below during office hours 7:00 AM to 4:00 PM, Mondays to Fridays. 5. A complete set of Bidding Documents may be acquired by interested Bidders on June 5, 2026 to July 1, 2026 from the given address and upon submission of Letter of Intent LOI and payment to the NIA Cashier a non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of fifty thousand pesos PhP75,000.00 for the whole Lot No. 1. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person. 6. The National Irrigation Administration will hold a Pre-Bid Conference on June 16, 2026; 10:30 A.M., at 6th Floor, NIA Building A, EDSA, Diliman, Quezon City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC-A Secretariat through manual submission at the office address indicated below on or before July 1, 2026; 10:00 A.M. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on July 1, 2026; 10:30 A.M., at 6th Floor, NIA Building A, EDSA, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The National Irrigation Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
