The Eligibility Check as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be immediately conducted thereafter. All particulars relative to Eligibility, Technical and Financial Evaluation, Bid Security, Performance Security, Pre-bidding Conference, Evaluation of Bids, Post-Qualification, and Award of Contract shall be governed by the pertinent provisions of R.A. 12009. All documents to be submitted must be addressed to the Bids and Awards Committee of the Provincial Government of Bulacan on the date fixed herein. The Provincial Government of Bulacan PGB further assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid and reserves the right to reject any Application for Eligibility or all bids without offering any reasons, to waive any required formality therein and to make an award to the bidder whose proposal is most advantageous to the Provincial Government.
